About 20% of the population isn't Jewish. There are Muslims, various flavors of Christians, Druze (Druze are - like Jews - a tribal group with a unique religion, but unlike Jews you cannot convert/naturalize to be one) and a tiny number of Baha'i (the Baha'i World Center is in Haifa, but only Baha'i who work there are permitted by the governing body of the faith to live in Israel).
Long story short: there's no shortage of non-Jews in Israel who will do you the favor of handing over a few shekels to buy your flour for a week and then take it back at the end. Some of them have even developed a taste for matzoh. ;)
